In current anti-fraud efforts, public attention often focuses on technological prevention, law enforcement actions, and exposure of scam tactics—yet a crucial group is frequently overlooked: the victims themselves. Their firsthand experiences are not only vital clues for identifying fraud patterns but also key drivers for institutional improvement and fostering societal empathy. In reality, however, many victims remain silent due to shame, self-blame, or fear of secondary victimization, leading to a significant absence of their voices in anti-fraud campaigns and policy-making.Victims’ narratives can reveal the psychological manipulation and human vulnerabilities exploited by scammers, offering the public a more authentic understanding of how these schemes operate. Moreover, listening to and respecting victims helps dismantle the harmful myth of ‘victim blaming’ and cultivates a more supportive social environment. Only by integrating victims into the core of anti-fraud strategies—shifting from passive protection to active participation—can we build a truly resilient, community-wide defense against fraud. Therefore, let us ensure that victims’ voices are never missing on the path to combating fraud. Their stories deserve to be heard, their experiences valued, and their dignity protected.
