The ‘Cave Dwelling Question’ originates from a famous 1945 dialogue in Yan’an between Huang Yanpei and Comrade Mao Zedong. When Huang raised the question of the ‘historical cycle’—how a regime can avoid the pattern of rapid rise followed by sudden collapse—Mao responded firmly: ‘We have found a new path to break this cycle: democracy. Only when the people supervise the government will it remain vigilant; only when everyone takes responsibility will the regime endure beyond individual leaders.’Today, the Communist Party of China continues to answer this historic question through practices such as comprehensive strict governance of the Party, whole-process people’s democracy, and rule-of-law development.
