In 2024, the key priorities for China’s commerce sector center on promoting high-quality development, expanding high-standard opening-up, sustaining consumption recovery, and optimizing the business environment. First, the country will accelerate the formation of a new development pattern featuring domestic circulation as the mainstay and domestic and international circulations reinforcing each other, enhancing the resilience and security of industrial and supply chains to strengthen endogenous economic growth. Second, China will deepen institutional opening-up by actively aligning with high-standard international trade and investment rules, and advancing the high-quality development of pilot free trade zones and the Hainan Free Trade Port. Third, restoring and expanding consumption remains a top priority, with support for key sectors such as new energy vehicles, green and smart home appliances, and cultural tourism, while fostering new drivers like digital and green consumption. Additionally, efforts will continue to improve the foreign investment climate by implementing the pre-establishment national treatment plus negative list management system and safeguarding the legitimate rights of foreign-invested enterprises. Meanwhile, China will stabilize and upgrade its foreign trade structure, expand markets along the Belt and Road, and promote new business models such as cross-border e-commerce and overseas warehouses. Overall, this year’s commerce agenda adheres to the principle of pursuing progress while ensuring stability, balancing development and security to underpin the building of a modern economic system.
